The criteria explained briefly

Data sheets show storage and prices – but not how fast your website actually loads in the end. And that's exactly what determines bounce rate, inquiries and rankings.

A meaningful metric is server response time (Time to First Byte, TTFB). Google rates values up to 0.8 seconds as good. You can recognize a fast WordPress server by significantly lower values – measured with Google PageSpeed Insights or your browser's developer tools.

It's best to compare hosts using the same test site: same theme, same plugins, same content. That's the only way to see what's really down to the hosting.
